TechSupportAlert is a goldmine for useful programs and PC resources, best known for its list of The 46 Best Freeware Utilities (now about 100 by now). Editor Gizmo provides crisp reviews of these and alternative programs, emphasizing performance and ease of use. No ads.

The site also links to other sites reviewing security and backup software, and to useful guides and tutorials.

The Elder Geek on Windows XP

Jim Foley calls himself a geek but speaks plain English. This is a tremendous resource for those without IT support departments or who seek to delve into the workings of Windows XP. It has clear how-to guides on a huge variety of Windows issues. It’s free but supported by ads.
